An equality impact assessment written after the decision is a description. Written during it, it is evidence. The public sector equality duty asks whether you had due regard when you decided, and the honest answer for most organisations is that the thinking happened but was never written down in a form anyone could follow.

What it does. You begin by scoping the assessment: either pick a policy straight from your portfolio or describe the decision in your own words, then select the protected characteristics you believe are engaged from the nine. Quinn will tell you in the first stage if it thinks others should be added. From there it walks you through evidence, impact and mitigations in three stages, each stage's output feeding the next, and on through data protection, proportionality, a grade and sign-off. As you work, a tray on the right lets you ask Quinn a question, add a persona to test how the decision lands for someone unlike you, attach a document, or run a proportionality assessment in place — without leaving the step you are on.

What you get. A defensible, exportable assessment record: what you were deciding, what you looked at, the adverse impacts you found, and the mitigation tied to each one. The value is in naming adverse impact candidly and showing you acted on it — an assessment that finds nothing convinces nobody.

Who uses it. EDI and governance leads. HR and people leads changing a policy that lands differently on different people. Data protection officers, for the DPIA half.

Where it fits. Reach for it when you are introducing or changing a policy or decision that could affect people with different protected characteristics. The Facilities check often surfaces the need. It pairs with Proportionality Check for the reasoning on a contested limb, and the finished record belongs in your Policy Portfolio.
